The federal Human Rights Ombudmsman Vladimir Lukin is convinced that the ban on US citizens adopting Russian children contradicts the laws of the Russian Federation. Vladimir Lukin expressed this point of view on air on Echo of Moscow radio.

In his opinion, legislators are limiting the rights of children. “The lack of possibility to find a family is undoubtedly a limitation on their rights, something which is banned by the Constitution. Our Constitution does not permit the passing of laws that diminish the rights of citizens,” Rosbalt news agency quoted Human Rights Ombudsman Vladimir Lukin as saying.
