President Putin has signed a decree according to which conscripts can be sent to internal conflict zones four months after they begin their service. The decree entered into force on the day it was signed: 11 February 2013.

Until this decree conscripts could be sent to take part in combat only after six months’ service, and after training in military specialisms, Polit.ru points out.

In February 2007 Putin promised that Russian students will not be taken from their education institutes to join the army, and conscripts would not be sent to internal ‘hotspots’.
