According to the Moscow Helsinki Group, law enforcement agencies have lost their main constitutional function of ensuring the safety of citizens and protecting their rights. State bodies are incapable of dealing either with day-to-day tasks or emergency situations, the human rights defenders believe. “In these conditions we consider the chief task of civil society is to ensure that the basic constitutional structure of the country actually functions,” declared members of the Moscow Helsinki Group Ludmila Alekseeva, Sergei Kovalev, Aleksei Simonov; president of the INDEM Foundation Georgy Satarov; and others. |
