Moscow Helsinki Group Announces Civic Constitutional Forum

The Moscow Helsinki Group, headed by Ludmila Alekseeva, has announced that a national Civic Constitutional Forum will be held on 12 December 2010.

The Forum will discuss what civil society actions can be undertaken to protect the Constitution and the rights of Russian citizens, and as well as “to determine the possibilities and conditions for dialogue with the authorities, in order to end the national crisis as rapidly as possible,” writes Civitas.ru.

According to the Moscow Helsinki Group, law enforcement agencies have lost their main constitutional function of ensuring the safety of citizens and protecting their rights. State bodies are incapable of dealing either with day-to-day tasks or emergency situations, the human rights defenders believe.

“In these conditions we consider the chief task of civil society is to ensure that the basic constitutional structure of the country actually functions,” declared members of the Moscow Helsinki Group Ludmila Alekseeva, Sergei Kovalev, Aleksei Simonov; president of the INDEM Foundation Georgy Satarov; and others.
