Justice Ministry starts legal proceedings against Golos as ‘foreign agent’

On 9 April the Russian Ministry of Justice initiated legal proceedings against the Golos Association In Defence of Voters' Rights and its Executive Director, Liliya Shibanova, for an administrative offence. A lawyer from the Agora Human Rights Association Ramil Akhmetgaliev is representing Golos.

Agora reports that, according to the Justice Ministry, the Golos Association, "receives foreign funding and carries out political activities on Russian territory, i.e. it acts as a foreign agent." The Justice Ministry notes that so far the Association has not applied to be included in the register of NGO foreign agents.

– In the view of the Justice Ministry, the actions specified constitute an administrative offence under Article 19.34, Section 1, of the Administrative Offences Code of Russia.

Administrative offence protocols were drawn up today in relation to the Golos Association and its Executive Director, Lilya Shibanova, which will be sent to court tomorrow. The protocols were compiled by the Deputy Head of the Justice Ministry's NGO Department, Tatyana Vagina. Today she handed the two protocols to lawyer Ramil Akhmetgaliev. Magistrates will consider the cases in the coming few weeks.

According to Article 19.34, Section 1, of the Administrative Offences Code of Russia, NGOs operating in the capacity of a foreign agent that are not included in the register of ‘foreign agents’, will face fines of from 100,000 to 300,000 roubles for officials and of 300,000 to 500,000 roubles for legal entities.
