A "comprehensive inspection" has been carried out at the International Memorial Society by representatives of the public prosecutor's office, the tax authorities and the Justice Ministry. Oddly, they were accompanied by a film crew from the NTV television channel, who tried to film the meeting between Memorial and the state prosecutor, and asked questions. 

The inspection team claimed that NTV producer Pyotr Dorogovoz and cameraman Alexandr Belyaev had nothing to do with them. Dorogovoz and Belyaev refused to leave.

A police squad was called. The comprehensive inspection was halted.

It later transpired that after the police arrived, the aforementioned NTV employees left the Memorial premises but continued to hang around outside the building.

The state prosecutors and co were demanding to see Memorial's financial paperwork. Which is publicly available in any case and is already in the hands of the Justice Ministry and the tax authorities. What therefore is the point of these types of spot checks? And why show up at all at the group's office, what's more bringing with you people from a television channel notorious for its sensationalist reporting?

To cripple the work of a non-governmental organisation? To intimidate its employees? To demonstrate to society "not to be under any illusions, there will be repression"?

Why are human rights activists of interest to the law enforcement agencies – asks Kommersant.

On 6 February, 11 human rights organisations, including Memorial, the Moscow Helsinki Group, the Committee Against Torture and the Golos Association, sent an appeal to the European Court of Human Rights regarding the law on NGOs. They are challenging the provision of the law which requires all non-governmental organisations who receive funding from abroad and who are engaged in "political activities" to register with the Justice Ministry as "foreign agents."

Oleg Orlov, member of the Memorial Human Rights Centre, explained to Kommersant that this law is being used to single out a particular group of NGOs and under fear of repression try to get them to stick the label of "foreign agent" on themselves. "In our country that amounts in essence to a slur, a stigma, which for the majority of the population is associated with espionage and even treason." Mr Orlov stressed that those who make it onto the register will face "additional difficulties: spot checks, additional financial reports and audits."

On 21 March the Presidential Council for Civil Society and Human Rights contacted Prosecutor General Yuri Chaika to request an explanation for the reasons behind the mass inspections of Russian NGOs. According to the human rights activists, this "development" is unprecedented: checks have been carried out on hundreds of NGOs from St. Petersburg to Kamchatka.

"Staff from the Prosecutor General's Office and others appeared unannounced, but they all introduced themselves and presented documents," Oleg Orlov, member of Memorial's Board of Directors, told Novaya Gazeta. We were just sitting around the table when suddenly another two young men came into the room, set up their camera without saying a word and started filming.

"At first we thought they were members of the public prosecutor's office too. However it became clear that this was a film crew from the NTV television channel, producer Pyotr Dorogovoz (Novaya Gazeta identified Pyotr Dorogovoz as a journalist, who was directly involved in work on preparing materials for the controversial film Anatomy of a Protest, which human rights defenders and civil activists immediately labelled an "ordered provocation") and cameraman Alexandr Belyaev. They unceremoniously began bombarding us with questions, and shouted and behaved arrogantly and defiantly. 

"Representatives of the state prosecutor refused to intervene, even though the start of the inspection was disrupted. In the end we had to call the police, who led the so-called journalists out of our office. 

"In my view this whole stunt was arranged beforehand between staff from the public prosecutor's office and NTV producers, who were apparently creating their next "masterpiece," Oleg Orlov told journalists.

В Международный "Мемориал" пришла так называемая "комплексная проверка" – представители прокуратуры, налоговой и Минюст. Вместе с ними странным образом явилась съёмочная группа НТВ, которая пыталась снимать встречу "Мемориала" с прокуратурой, задавала вопросы.

Проверка утверждает, что продюсер НТВ Дороговяз Петр Александрович и оператор Беляев Александр Владимирович явились независимо от них. Дороговяз и Беляев отказываются уходить.

Вызван наряд полиции. Комплексная проверка приостановлена.

Как стало известно, после прибытия полиции упомянутые сотрудники НТВ покинули помещение "Мемориала", но продолжают находиться возле здания.

Прибывшие прокуроры и Ко требуют от мемориальцев финансовую документацию. Которая вообще-то публично доступна и есть в Минюсте и налоговой. Тогда что является целью подобных неожиданных рейдов? И для чего вообще являться в офис группой, да еще прихватывать с собой скандально известных телевизионщиков?

Парализовать работу общественной организации? Запугать ее сотрудников? Продемонстрировать обществу – "не стройте иллюзий, репрессии будут"?

Чем правозащитники могли "заинтересовать" правоохранительные органы – задается вопросом "Коммерсант".

6 февраля 11 правозащитных организаций, среди которых "Мемориал", Московская Хельсинкская группа, "Комитет против пыток", ассоциация "Голос", направили в Европейский суд по правам человека (ЕСПЧ) жалобу на закон об НКО. Они оспаривают норму закона, предписывающую всем некоммерческим общественным организациям, получающим финансирование из-за рубежа и участвующим в "политической деятельности", регистрироваться в реестре Минюста как "иностранные агенты".



Как пояснил "Ъ" член совета правозащитного центра "Мемориал" Олег Орлов, этим законом "из всех НКО вычленяется определенная группа организаций, которых пытаются под страхом репрессий заставить повесить на самих себя ярлык "иностранных агентов"": "В нашей стране это, по сути, порочащее клеймо, которое у большинства населения ассоциируется со шпионажем и даже предательством Родины". Господин Орлов подчеркнул, что те, кто попадет в реестр, получит "дополнительные сложности — внеплановые проверки, дополнительную финансовую отчетность, аудит".



21 марта Совет по правам человека и развитию гражданского общества при президенте РФ (СПЧ) обратился к генпрокурору Юрию Чайке с просьбой объяснить причины массовых проверок российских некоммерческих организаций (НКО). По словам правозащитников, эта "ревизия" оказалась беспрецедентной: проверяются сотни НКО от Санкт-Петербурга до Камчатки.

«Сотрудники прокуратуры и пр. явились неожиданно, но все представились и предъявили документы, — рассказал «Новой» член Правления Международного «Мемориала» Олег Орлов. Мы только сели за стол, как вдруг в комнату вошли еще двое молодых людей, молча достали камеру и начали снимать.



Поначалу мы подумали , что это тоже сотрудники прокуратуры. Однако выяснилось, что это съемочная группа телеканала НТВ, продюсер Петр Дороговоз («Новая» идентифицировала Петра Дроговоза как журналиста, непосредственно работавшего над подготовкой материалов к скандальному фильму «Анатомия протеста», который правозащитники и гражданские активисты прямо называют "заказной провокацией") оператор Александр Беляев. Они бесцеремонно начали к нам лезть с вопросами, кричали, вели себя нагло и вызывающе.



Представители прокуратуры отказались вмешиваться несмотря на то, что начало проверки было сорвано. В итоге, нам пришлось вызвать сотрудников полиции, которые вывели так называемых журналистов из нашего офиса.



На мой взгляд это заранее согласованная акция сотрудников прокуратуры и продюсеров НТВ, видимо готовят очередной «шедевр» - рассказал журналистам правозащитник Олег Орлов.
