President Dmitry Medvedev has refused to pardon Mikhail Khodorkovsky unless the latter files a petition. Medvedev stated his position in conversation with journalists from five TV channels.

As reports, the head of state referred to Article 50 of the Constitution in accordance with which a prisoner ‘has the right’ to petition for a pardon. ‘The President cannot go beyond the limits of the Constitution,’ Medvedev stressed.
