On 16 July 2013 St Petersburg City Court refused dismissed an objection by the Public Prosecutor’s Office in the case of Memorial Anti-Discrimination Centre and, basing itself on the procedural rules for an appeal, ruled that the Public Prosecutor’s Office had made a mistake. The City Court returned the case to the district court.

Thus, a court of third instance in St Petersburg has now found violations in the Public Prosecutor’s attempts to appeal against the original dismissal by magistrates of the charges brought against the Memorial Anti-Discrimination Centre for failing to register as a ‘foreign agent’.
