Gazeta.ru, citing a highly-placed source in the Russian Communications Ministry, reports that at the conference of the International Telecommunications Union (ITU), which began on December 3rd in Dubai, the Russian delegation had planned to put forward proposals for the creation of common rules for regulating the Internet at the international level. However, “because of leaks of information from the highest echelons of the Russian government,” the proposals from the Russian Federation will be of a general nature. [Read more]
