In 2011, a number of cases were opened against Filipp Kostenko, a civil society activist from St Petersburg and staff member of Memorial’s Anti-Discrimination Centre. Several of the actions of which Kostenko has been accused are in fact violations of the law, but it is impossible to class them as dangerous to the public and neither can they be regarded as crimes of an extremist nature. It is possible to say, however, that unlawful pressure was repeatedly put on Kostenko during 2011 by the St. Petersburg Centre E (the police department responsible for combating extremism) in connection with his public campaigning.
